While YouTube was blocked for some time in Thailand the ban was lifted some time ago and you can once again connect to YouTube. There actuallly has been a constitution in place since the coup government took over and it was ratified early last year but of course this will probably change significantly with the new government especially with the Peoples Power Party ( Basically Thaksins old Thai Rak Thai Party) in control.
As for porn it has always been illegal in Thailand and even though this new bill sounds harsh the chances of it ever being systematically being used throughout the kingdom is slim. They will however use this as a tactic to check on someone already under investigation.
