I'm forced to wonder what kind of teeth a UN ruling would have, both technically and legally. If a hacker in the US hacks a computer in the US using a US internet connection and the website is hosted on a US server, how would a UN resolution on anonymity affect anything? Technically it would be all within the US, and a foreign body would have no jurisdiction. Am I to think this will be something that the UN comes up with, and then countries have to voluntarily sign on if it's going to actually work?
